上原・千晴 is one of the few prominent scholars in the Society for Counterfactual Empiricism, a radical academic group that runs large-scale (up to and including planetary, systemic, or society-wide) social science experiments on non-contacted subluminal societies to test hypotheses that could not otherwise be examined within our home civilizations. This work exists on the fringes of ethical and legal boundaries, and often creates controversy amongst other scholars, which is why few other members of the society are quick to broadcast their affiliation, even through pseudonym as 千晴 does.
She gives multiple ways to pronounce her name and is rarely consistent in doing so, but strongly denies that she is doing so whimsically. 上原 is pronounced "Uehara" or "Wiibaru." 千晴 is pronounced "Chiharu," "Tiida," or in what appears to be a bilingual pun, "Sensei." She has also suggested that her name be anglicized as "Chi-chan," "Chibi-chibi the Venerable," or "Bestower of Myriad Enlightenments from Her High Seat of Wisdom."
She is played by Ada.
